Bill represents employers in a full range of general labor and employment matters, with an emphasis on matters concerning the National Labor Relations Act and its administration by the National Labor Relations Board (NLRB). In the construction industry, he represents several multiemployer bargaining associations, as well as both general and specialty contractors.

During his career, Bill has litigated numerous unfair labor practice, representation, and arbitration cases. He has also advised employers in union organizing campaigns, bargaining unit determinations and election procedures, lockouts, strikes and employer responses thereto, secondary boycotts, recognitional picketing, handbilling, bannering and other forms of union economic self-help, injunction and damage actions, drug and alcohol testing, and collective bargaining.

In addition, Bill has counseled employers with respect to plant closings, plant relocations, subcontracting, sales and acquisitions, and neutrality and recognition agreements. He has substantial experience in negotiations with various labor organizations involving these issues, as well as the negotiation of collective bargaining agreements in manufacturing, public utilities, construction, higher education, hotel and restaurant industry, and the performing arts.

Bill advises employers on a broad range of employment issues involving discrimination, wrongful discharge, employment agreements, and personnel policies. He has also advised clients involving various issues arising under the Railway Labor Act.

In addition to his work in the labor and employment field, Bill also counsels employers concerning the hiring, antidiscrimination, and verification provisions of U.S. immigration law, and issues relating to undocumented workers.



Prior to entering private practice, Bill was an attorney with the National Labor Relations Board from 1971 to 1982 where he investigated hundreds of Unfair Labor Practice and Representation cases, negotiated election agreements, conducted elections, conducted representation case hearings on both pre-election and post-election contexts, tried numerous ULP cases, obtained injunctions in secondary and recognitional picketing cases, and sat as a hearing officer in jurisdictional dispute cases under Section 10 (k) of the Act.

In 1982, he entered private practice as a labor and employment attorney with Reed Smith, LLP where he remained until January 31, 2017. Prior to joining DeForest Koscelnik & Berardinelli, Bill was a partner and senior counsel with Reed Smith, LLP.

Bill is an ongoing contributor to The Developing Labor Law, the definitive treatise on the law under the National Labor Relations Act. He has been a guest lecturer at Carnegie Mellon University School of Industrial Management, Pennsylvania State University, and is a frequent presenter for the Pennsylvania Bar Institute where he served for many years as a course planner for PBI's Labor Law Symposium. He has presented nine major symposium papers to the Associated General Contractors National Construction Labor Law Symposium held annually in Washington, D.C.
